New Autonomous Region in Papua: Bringing Services Closer to The Citizens

The Indonesian Parliament and the public authority have consented to give three regulations for the development of another area in Papua. VP Ma'ruf Amin said the division of Papua was to work on the nature of administrations for the local area.


"The development is one of the endeavors to offer types of assistance nearer to the local area, intending that assuming the region is separated into administrations, the coordination is nearer with the local area", said the Vice President in Mataram, West Nusa Tenggara (NTB), Thursday, June 30.


The expansion of three regions in Papua was settled upon by the House of Representatives (DPR) and the public authority at the 26th Plenary Meeting of the House of Representatives (DPR) for the V meeting of the 2021-2022 Session Year, today, Thursday, June 30. The arrangement, which is still as a draft regulation, comprises of a bill on the territory of South Papua, a bill on the territory of Central Papua, and a bill on the region of Papua in the mountains.


"This is the objective to make it more straightforward to serve the local area to flourish. Assuming the help is excessively far in one territory, the assistance isn't ideal", said the VP.


In light of the Antara report, the division of the region in Papua is by the order of Law Number 2 of 2021 concerning Special Autonomy for Papua. Basically Article 76 which comprises of five sections.


The five points of support are that extension should focus on political, regulatory, legitimate, unitary, socio-social viewpoints, the availability of HR, fundamental foundation, and financial limit.


"We are committed that the people who will become pioneers will focus on native Papuans. Thusly, the DPR has done different appraisals, the RDP (Hearing Meetings), has completed different evaluations in a few districts in Papua, even the lead representative himself has endorsed its planning", he said.


Nonetheless, a few gatherings reprimanded the strategy, including the Papuan People's Assembly (MRP) which expressed that the development of three new independent districts (DOB) in Papua was not in that frame of mind of individuals.


"I don't think there are 1-2 gatherings, it doesn't mirror the greater part, that there are, yet as per research results, they (the Papuan public) support the development since they need to rapidly be served more. Our endeavors will keep on doing socialization, and discourse, giving them a more profound grasping", said the Vice President.


The executive of the MRP, Timotius Murib, said that the progressions to the 2001 Special Autonomy Law didn't include the interest of the Papuan public. If in Law no. 21/2001 concerning Otsus Papua, provincial development in Papua should be supported by the MRP and the Papuan House of Representatives (DPRP), in Law no. 2/2021 there is an extra passage that creates the endorsement system not required and division can be completed at the drive of the focal government and the DPR.


Another protest is that the three new territories, specifically Central Papua, Highlands Papua, and South Papua, couldn't care less about the structure of native people groups by district. As a matter of fact, this division can prompt contentions like what's going on in Nabire and a few different areas. The names of the three new areas in Papua were proposed and adjusted to the standard region. South Papua Province will be named Anim Ha with the capital city Merauke and the extent of the area of Merauke Regency, Mappi Regency, Asmat Regency, and Boven Digoel Regency.


Then Central Papua Province will be called Meepago with the capital city of Timika and the extent of the domain of Mimika Regency, Paniai Regency, Dogiyai Regency, Deyiai Regency, Intan Jaya Regency, and Puncak Regency.


In the mean time, the Central Mountains Papua Province will be named Lapago with the capital city of Wamena and the extent of the area of Jayawijaya Regency, Puncak Jaya Regency, Lanny Jaya Regency, Central Mamberamo Regency, Nduga Regency, Tolikara Regency, Yahukimo Regency, and Yalimo Regency.
